System is using that PID or Port, when i push end process it's still not ended..

Open TWLan\apache\conf\httpd.conf and search for

Listen 80

Replace 80 with any port you want, for example 10, save the file.
Start twlan and go to [http://localhost:10/] or [http://127.0.0.1:10/] (10 is the port you´ve choosen)
