Looks like you need the VC++ 2012 Redistributable as well... this shouldn't really be the case afaik.
But Steffen built the Windows binaries, so let's see what he has to say...

If you mean change world settings in the admin panel I need to say you need to wait. At the moment you can change the config file of the world manually. But you need to restart the server.

There is an admin panel available but you cant change world settings there. But you can make barbs there .

If you are logged in with your administrator account, you can open http://localhost/admin in the browser.
There you can find the admin panel. In the admin panel you can then create barbarian villages.

That sounds like you have not installed VC++ 2015 (x86).

Do you have any preview software installed (Office 2016 Preview, VS2015 Preview, VC-Redist preview) ?
What OS are you using?

You can try to uninstall the installed VC2015 x86 runtime & reinstall it,
if a broken Windows Update or older revision of the redistributable is the issue.
