Why is the agreement (Zummsting in german) allways in 100%???

When I attack a village with nobles the agreement is allways on 100%
For ex

First report:
Agreement: 100% to 75%

Second Report:
Agreement: 100% to 78%

Third Report:
Agreement: 100% to 80%


according to my configs, the agreement was supposted to grow 0.5% per hour
