You must first start Setup_xampp.bat and press 1 an enter.
After that, you must start apache_start.bat
Then mysql_start.bat and dslan_start.bat.
Now you must write in your Browser localhost or 127.0.0.1.

If you can see the index of Tribal Wars, all is ok.
For the admin-panel go on localhost/admin or 127.0.0.1/admin. The password is "editme".
