Admin Panel don't work

When i try to go on http://192.168.0.101/admin , its type Exception: Nicht genügend Rechte! what means i dont have all the rights, but i follow all the steps i make an account when I open the server, but i can't acess the admin panel and when i try to go on http://127.0.0.1/admin its tell me the page not found 404

If you registered over 192.168.0.101, you won't receive admin privileges.
That you can't access the page via 127.0.0.1 is strange though.
What happens when you try to open just http://127.0.0.1/ without the /admin?

I don't know why its appear this,what can i do ? i have router could be because of it?

Did you try with the port in it.
my port is 12111
like: 192.168.0.164:12111/admin/

You have another web server (nginx) running at 127.0.0.1 (i.e. on your computer). What OS are you on? Linux?
