\htdocs\include und da ist eine datei mit dem namen config.php, die dann einfach mit einem editor öffnen.

damit kann man texte schreiben. der editor ist immer schon bei windows dabei.

Rechtsklick auf "config.php" und dann "Öffnen mit" -> Notepad/Editor.
