you have to close skype and over programms then you have to open dslan_start.bat ....

Now when i go
http://localhost/ it say: "Es konnte keine Verbindung mit dem MySql Server hergestellt werden."

your port 3306 is blocked by another programm from your pc. Have you running another mysql-server on your pc?

Can language change English?
You can download the english language file at
http://twlan.lekensteyn.nl (second from bottom).
You have to put it in /dslan/htdocs/lang and set the language to "en" in config.php
